The Future of Communities First PDF Print E-mail

As you may be aware there are going to be significant changes to the Communities First Programme. From April 2012, the Welsh Government’s Communities First programme will be a Community Focused Programme that will support the Welsh Government’s Anti-Poverty agenda. There will be a greater emphasis on the delivery and measurement of the programme. The new programme will focus on the three key strategic outcomes which include; Prosperous communities, Learning communities, Healthier communities.

The programme will be focused on a cluster approach with the target population for each local area being between 10,000-15,000 residents. The Glanymor and Tyisha area scores highly throughout the Welsh Index of Multiple deprivation 2011 and monopolises the top 10% of the most deprived wards in Carmarthenshire. Local and partner knowledge confirms the need for the area to be included in the cluster areas in particular issues surrounding, housing, poor health, high unemployment, debt and crime.

The Welsh Government have stated that they will seek to learn from, and build on the experience that has been gained in the first decade of Communities First and recognise the contribution that has been made by local Communities. Community Engagement will continue to be an essential element of the new programme.

We have been awarded up to 6 months funding for a transitional period and are currently in the process of completing a bid for the new programme.

Fel y gwyddoch o bosibl, bydd newidiadau mawr i Raglen Cymunedau yn Gyntaf cyn bo hir. O Ebrill 2012 ymlaen bydd rhaglen Cymunedau yn Gyntaf Llywodraeth Cymru yn rhaglen fydd yn canolbwyntio ar y gymuned ac a fydd yn ategu agenda Atal Tlodi Llywodraeth Cymru. Bydd mwyfwy o bwyslais ar y modd y caiff y rhaglen ei darparu a'i chloriannu. Bydd y rhaglen newydd yn canolbwyntio ar y tri chanlyniad strategol allweddol sef: Cymunedau Ffyniannus, Cymunedau Dysgu, Cymunedau Iachach.

Bydd y rhaglen yn canolbwyntio ar ymagwedd clwstwr, a bydd y targed o ran y boblogaeth ar gyfer pob ardal leol yn 10,000 a 15,000 o drigolion. Mae gan ardal Glanymôr a Thŷ-isha sgôr sylweddol ym Mynegai Amddifadedd Lluosog Cymru 2011 a hefyd mae gan yr ardal fonopoli o ran bod yn 10% uchaf wardiau mwyaf difreintiedig Sir Gaerfyrddin. Mae gwybodaeth leol a gwybodaeth gan y partneriaid yn cadarnhau bod angen i'r ardal gael ei chynnwys yn yr ardaloedd clwstwr o ran materion penodol mewn perthynas â thai, iechyd gwael, diweithdra, dyledion a thorcyfraith.

Mae Llywodraeth Cymru wedi datgan y bydd yn ceisio dysgu gan brofiad degawd cyntaf Cymunedau yn Gyntaf, ac adeiladu ar hynny, gan gydnabod cyfraniad y Cymunedau lleol. Bydd ymgysylltu â'r gymuned yn dal i fod yn elfen hanfodol o'r rhaglen newydd.

Rydym wedi cael hyd at 6 mis o gyllid ar gyfer cyfnod pontio, ac ar hyn o bryd rydym wrthi'n cwblhau cais am gyllid gan y rhaglen newydd.

What is Communities First

Communities First is a Welsh Government Programme for tacking poverty and social disadvantage in the most deprived communities across Wales. Since it began in 2001 the programme, which works through local partnerships, has been successful in helping local people gain the skills and knowledge needed to make positive changes to their communities.

Within Carmarthenshire there are five Communities First teams who are based in the following areas; Bigyn 4, Glanymor and Tyisha, Felinfoel, Llwynhendy and Pantyffynnon.

The Future of Communities First

As from April 2012 Communities First will run as a Community Focussed Programme supporting the Welsh Government’s Anti-Poverty Agenda. It will support the most disadvantaged people in our most deprived areas with the aim of contributing to alleviating persistent poverty. Focussed on community supported actions, it will work alongside other programmes to narrow the education, skills, economic and health gaps between the most deprived and more affluent areas of Wales.
